En effet, septembre a \u00e9t\u00e9 consacr\u00e9 aux nouvelles organisations de travail et aux remous habituels des p\u00e9riodes de rentr\u00e9e. On a rectifi\u00e9 ce qui pouvait l\u2019\u00eatre sur l\u2019instant (les petits al\u00e9as impr\u00e9visibles, les in\u00e9vitables rat\u00e9s de la rentr\u00e9e), on a appris \u00e0 fonctionner avec de nouveaux outils (le passe sanitaire, les nouveaux tableaux de bord\u2026), on a suffisamment r\u00e2l\u00e9 sur les nouvelles contraintes administratives ou budg\u00e9taires.. En octobre, il est donc temps de relever un peu la t\u00eate et de se projeter, en tirant les le\u00e7ons de la rentr\u00e9e, sur les prochaines \u00e9ch\u00e9ances&nbsp;: celle de la fin d\u2019ann\u00e9e 2021, avec pour certains des cl\u00f4tures budg\u00e9taires, des reliquats, des \u00e9valuations&nbsp;; celle des projets \u00e0 suivre pour 2022, avec parfois des budgets pr\u00e9visionnels, des \u00e9ch\u00e9ances de r\u00e9alisations \u00e0 pr\u00e9ciser, des plans d\u2019action ou des strat\u00e9gies \u00e0 concr\u00e9tiser. C\u2019est le mois des rentr\u00e9es sociales, des congr\u00e8s, des anticipations et des innovations \u00e0 examiner.<\/p>\n\n\n\n<p>Pour nous, cette p\u00e9riode de projection doit \u00eatre aussi fructueuse pour faire avancer notre regard sur le mod\u00e8le organisationnel, manag\u00e9rial, psychosocial, que l\u2019on souhaite d\u00e9velopper. Deux axes de r\u00e9flexion peuvent \u00eatre travaill\u00e9s, l\u2019un horizontal et l\u2019autre vertical.<br>Sur un premier axe, on s\u2019interrogera avec profit sur l\u2019&nbsp;\u00ab&nbsp;horizontalisation du pouvoir&nbsp;\u00bb. Il s\u2019agit de se demander si l\u2019on pratique bien le partage des informations, mais aussi des d\u00e9cisions, aux \u00e9chelons de management concern\u00e9. Le grand sociologue Michel CROZIER le disait&nbsp;: \u00ab&nbsp;Le changement ne se d\u00e9cr\u00e8te pas, il se partage&nbsp;\u00bb. Ces termes ont beau dater des ann\u00e9es 70, ils restent toujours d\u2019actualit\u00e9 tant on constate de situations o\u00f9 des managers pensent qu\u2019il suffit de tirer sur les brins d\u2019herbe pour les faire pousser. Comment s\u2019\u00e9tonner, si on ne partage pas d\u00e8s l\u2019amont les projets, qu\u2019il faille ensuite peiner \u00e0 lutter contre des \u00ab&nbsp;r\u00e9sistances&nbsp;\u00bb au changement, alors que celles-ci naissent tout-\u00e0-fait naturellement quand on n\u2019a pas associ\u00e9 les int\u00e9ress\u00e9s \u00e0 leur sort. R\u00e9p\u00e9tons-le, ce n\u2019est que quand les acteurs voient leur int\u00e9r\u00eat \u00e0 quelque chose qu\u2019ils vont participer au mouvement&nbsp;; et ils ne voient leur int\u00e9r\u00eat que lorsqu\u2019ils participent \u00e0 l\u2019\u00e9laboration de l\u2019id\u00e9e et de la d\u00e9termination des moyens. Nous le disons souvent dans nos formations&nbsp;en grandes \u00e9coles ou \u00e0 l\u2019universit\u00e9 : le cadre, le dirigeant, a aujourd\u2019hui davantage pour r\u00f4le de cr\u00e9er les conditions pour que la meilleure d\u00e9cision \u00e9merge du collectif concern\u00e9 que celui de d\u00e9cider seul de ce qu\u2019il y a \u00e0 faire.<br>Sur un second axe, la \u00ab&nbsp;verticalisation de l\u2019\u00e9lan&nbsp;\u00bb se pose comme un imp\u00e9ratif&nbsp;: li\u00e9, non au management, mais \u00e0 la dynamique collective, qu\u2019on appellera indiff\u00e9remment motivation,&nbsp; qualit\u00e9, productivit\u00e9 etc. Il est absolument vital, comme nous l\u2019avions expos\u00e9 dans un \u00e9crit (\u00ab&nbsp;Management, organisation, \u00e9thique&nbsp;\u00bb, \u00e9d. L\u2019Harmattan, 2010) que l\u2019entreprise puisse se projeter vigoureusement vers l\u2019avant et vers une forme d\u2019expansion (NB. l\u2019expansion peut prendre des formes multiples, y compris celle de l\u2019am\u00e9lioration continue de la qualit\u00e9 d\u2019\u00eatre au travail). Pour cela, il faut pouvoir se projeter vers un id\u00e9al qui ait du sens, qui soit porteur de force, qui puisse s\u2019organiser autour d\u2019un \u00ab&nbsp;faire institution&nbsp;\u00bb ou d\u2019un sentiment de destin partag\u00e9. La verticalisation n\u00e9cessaire n\u2019est pas celle du pouvoir mais celle du sens au travail, quelle que soit la forme que prenne cette dynamique d\u2019\u00e9volution. Elle peut \u00eatre incarn\u00e9e opportun\u00e9ment par une instance, une personne ou un collectif , par un \u00e9crit commun, par des outils partag\u00e9s (nous avons vu par exemple un tableau de bord collectif, tenu par les acteurs du service, relatif \u00e0 l\u2019\u00e9volution de leurs propres indicateurs, et agissant comme correctif et stimulateur de la qualit\u00e9 de leurs production). Une organisation qui ne dispose pas d\u2019une utopie constructrice, relativement per\u00e7ue et partag\u00e9e par ses acteurs, finit \u00e0 terme par ne faire que fonctionner, puis \u00e0 manquer de carburant (ce qu\u2019on appelle en termes techniques \u00ab&nbsp;l\u2019anomie&nbsp;\u00bb)&nbsp;; \u00e0 la fin, la m\u00e9canique se d\u00e9sincarne et finit par se gripper.<\/p>\n\n\n\n<p>Bien s\u00fbr, on n\u2019est pas indiff\u00e9rent \u00e0 tous les ordres de sens symboliques que l\u2019on peut d\u00e9duire des deux axes d\u00e9crits ici, vertical et horizontal. C\u2019est toute la richesse de la \u00ab\u00a0mod\u00e9lisation\u00a0\u00bb organisationnelle.
